Jennifer Cohen
Vice President, Government Relations
Jennifer Cohen serves as Vice President, Government Relations, operating out of PMSA headquarters in Oakland. Jennifer's responsibilities include management of legislative and policy issues at the California State Legislature, with state agencies, and with local governments in Northern California, including the City and Port of Oakland.
Before joining PMSA in 2024, Ms. Cohen was the California lead for Policy and Business Development at Tesla. Prior to joining Tesla in 2021, she spent over a decade in the public sector focusing on transportation and environmental issues at federal, state, and local levels. She has led Government Affairs departments for the Port of Los Angeles, Los Angeles Department of Transportation, and Metrolink commuter rail.
In 2018 she was awarded a prestigious Eisenhower Fellowship and traveled to Asia and Europe to research the role of governments in socializing transportation technology. She studied history and sociology at UCLA and received her master’s degree in public policy from USC.
